Inside the Digital Shift of a California Surveyor’s Office

The Santa Barbara County Surveyor's Office, once reliant on mountains of paper maps and in-person visits, has undergone a significant digital transformation to modernize its operations and better serve local professionals. By gradually digitizing maps and workflows with tools like GIS and high-quality scanners, the office freed up costly physical space and enabled flexible online access for surveyors, engineers, and other land-use professionals. The COVID-19 pandemic accelerated this shift, turning skeptics into supporters of remote, digital processes. To complete the transition and eliminate inefficiencies, the county partnered with Visus, a local firm specializing in digital solutions, to build an integrated system for submitting documents and payments online. Today, the office is over 90% digital, delivering better service and efficiency while continuing to refine its approach with input from the community it serves.
